ROatExpo Real | Oradea, a jewel nurturing businesses and prosperous life

The municipality of Oradea is in everyone’s attention when it comes to setting a positive example of local public administration in Romania. In the last 14 years, it has attracted investments worth 650 million euros only from projects with non-reimbursable financing, transforming the municipality into a jewel of Romania and CEE. No less than 44 projects are currently being implemented in the Municipality of Oradea.

Oradea has gone through an amazing transformation in just 14 years. It is no miracle recipe, but something mattered. You must have a leader – the mayor Florin Birta – who is attentive to what is needed in the city and who assumes the decisions made. Intelligently managed money can be found in all corners of the city. The credit for attracting European funds belongs to the Internationally Funded Project Management Direction (DMPFI) at the City Hall, established ten years ago, through which Oradea City Hall managed to win several projects with non-refundable financing, aimed at rehabilitating a series of touristic and architectural objectives, but also projects that lead to the development of the city’s infrastructure – roads, business, transport, medical or educational. A number of projects have been completed, others are ongoing, and others are in the pre-financing phase.

To recall the completed projects that pursued the tourism development of the city, these would be: Rehabilitation, re-functionalization and introduction into the tourist circuit of the Oradea Citadel – “Oradea Citadel, European Multicultural and Multi-Confessional Centre”, Promotion of tourism by capitalizing on the heritage of the multi-ethnic communities of Oradea-Debrecen (ZION Synagogue), Bicycle path between Oradea and Berettyoujfalu (Hungary), Development of natural habitats of protected tree species and spontaneous flora on the Ciuperca hill in the municipality of Oradea, the restoration project of the Black Eagle Passage and the creation of  pedestrian streets in Unirii Square, Ferdinand Square, Vasile Alecsandri str., Aurel Lazar str. or on the left bank of Crisului Repede river.

More support for business infrastructure

Supporting the development of the business environment, the Oradea City Hall completed the project “Creation of a business infrastructure in the Municipality of Oradea and the provision of public utilities to the Industrial Park Eurobusiness I Oradea”. Tourism and business cannot be developed if there is no friendly road infrastructure within easy reach of tourists, businessmen and residents. In this sense, the Oradea City Hall implemented the projects “Construction of uneven passages between the Ring Road of the Municipality of Oradea (Str. Ogorului) and the National Road DN 76 relation to Deva, respectively between the Ring Road of the Municipality of Oradea (Str. Ogorului/Calea Sântandreiului) and National Road DN 79 Arad-Oradea”, as well as “Decongestion of road traffic and improvement of population mobility on the cross-border corridor connecting Oradea-Biharkeresztes”, the construction of a new tram line 3.8 km long and the completion of the Magheru passage through the project “Development and the prioritization of passenger transport from the Municipality of Oradea”, the construction of the Centenary Bridge as well as the purchase of 20 new trams and 15 hybrid buses through the Regional Operational Program.

Three other projects carried out by the mayor’s office aimed at the diversification of thermal energy sources, respectively the energy efficiency of the heating system. In this sense, three projects were implemented: “Geothermal energy exploitation”, respectively the first two stages of the investment objective “Rehabilitation of the urban heating system at the level of the Municipality of Oradea for the period 2009 – 2028 in order to comply with environmental legislation and increase energy efficiency”. The municipality of Oradea has invested in many projects in the field of education. Thus: rehabilitation and expansion of 3 kindergartens, 4 high schools, 2 secondary schools in the last 2 years and aims to create the first Campus for Dual Technical Education.

44 projects under implementation

No less than 44 projects are currently being implemented in the Municipality of Oradea. These aim at various fields from increasing the energy efficiency of public buildings, implementing a project to build a new outpatient clinic and purchase some medical equipment. The team of the Management of Internationally Funded Projects Direction (DMPFI) was also attentive to the dynamics of the population and the needs of the inhabitants, whose number has exceeded 220 thousand in the last almost 10 years, as well as to the requirements of the labor market and the needs of local companies, investing in the educational infrastructure of the municipality. Another area in which the Municipality of Oradea invests a lot in this period is represented by urban mobility. 6 underground passages are under construction, 3 pedestrian squares are being built in the most important neighborhoods of Oradea, and the installation of 16 electric vehicle charging stations will be completed this year. Another field in which many investments are made is represented by the field of energy and heating. Thus, projects aimed at the thermal rehabilitation of over 34 blocks of flats, two projects in the geothermal field worth over 30 million euros are being implemented. Other important projects are two projects aimed at digitizing the services offered by Oradea City Hall as well as building a modern market in Piata Cetate.

In 2022 – another 19 projects submitted for financing through PNRR

This year, until July, the Oradea City Hall, through the Internationally Funded Projects Management Direction (DMPFI), elaborated and submitted 19 projects with European funding, in order to continue the strategic development of the city. In 2022, Oradea City Hall submitted a number of 19 projects worth over 60 million euros through the National Recovery and Resilience Plan. At the same time, a project for the purchase of 7 new and modern trams was submitted for financing. Through PNRR, 79 charging stations for electric cars will be installed in order to support the transition to non-polluting cars. A project to restore a bastion of the Oradea Citadel was submitted for financing, as well as a project aimed at the construction of a photovoltaic power plant in the area of ​​the new multipurpose sports hall.

The last mentioned, was inaugurated this year, having a capacity of 7,000 seats for performances, respectively 5,500 seats for sports competitions. The value of the investment is approximately 28.2 million euros, which were provided by the Ministry of Development through the National Investment Company (23 million euros) and the Municipality of Oradea (5.2 million euros). The municipality ensured both the exterior arrangements and the connection to related utilities: access roads, related parking lots, green areas, connection to utilities (water, sewage, heating, electricity). In addition to the main field, the hall also has a training field and is equipped with the best playing surface in Romania, but also with one of the best sound installations.
